Run payroll for a large Afghan organization and the hard parts are not the arithmetic. They are processing tens of thousands of records across multiple cycles without a missed or duplicated payment, computing pay against grade and step structures that differ between civil service, NGO scales, and bank pay bands, applying Afghan tax correctly, disbursing through Afghan banks, and being able to show a clean audit trail to a donor, a regulator, or the Ministry of Finance.
